2.1 Toggle iCloud Contacts on and off

Go to Settings> Find Mail, Contacts, and Calendar> Tap iCloud> Toggle the Contacts bar on and off
2.2 Show Contacts
The next thing you can do is to change the view option of your contacts. Instead of “All iCloud” switch it to “All on my iPhone”. To do this, go to the Contacts app, find and click on the Groups on top of the contacts screen, Change the option to ‘All on My iPhone’.

Note: this option is not available for iOS 11 devices since the default account function has been disabled.
Go to Settings
Scroll and tap Mail, Contacts, and Calendars
Find the default accounts under Contacts
Choose iCloud instead of On my iPhone
