Harbor is a tweak from developer Evan Swick that brings the OS X Yosemite dock to iOS.
Harbor is the ultimate dock tweak, inspired by OS X Yosemite. It allows you to place a nearly unlimited amount of icons in the dock of your iOS 8 device, while still being able to view all icons at once.
Touching the dock results in the icons rising up in a wave around your finger. When you lift up your finger the app at the top of the wave is launched.
Similar to OS X, Harbor will cause your dock icons to jump when receiving a push notification. Jumping icons can be seen on the home screen, as well as in running apps and the lock screen. There’s also a small black state dot that appears under apps that are running.

Most aspects of Harbor can be customized including the height and width of the wave, bounce interval, animation duration, and more.
Harbor 1.0.0-13 has been submitted to the Cydia Store and should be available soon. New features include: Spacing between icons, option to disable edit mode initiation, and fix for icon bounce in landscape on IP6+.
You can purchase Harbor from the Cydia Store for $2.99.
